About HELB and Its Recovery Mandate

The Higher Education Loans Board (HELB) is a State Corporation established under Cap 213A of the Laws of Kenya to provide loans, scholarships, and bursaries to Kenyan students in universities and other institutions of higher learning. HELB loans must be repaid once the student completes their studies and gets employed.

HELB has one of the most aggressive loan recovery frameworks among Kenyan government agencies — including the authority to use CRBs, tax authorities, and employer payroll deductions to recover outstanding balances.

Does HELB Report to CRB?

Yes — definitively. HELB began CRB reporting in 2016 under a partnership with TransUnion, Metropol, and CreditInfo. HELB is legally empowered to report delinquent borrowers to all three CRBs.

Who gets reported?

  • Graduates who have not commenced repayment 6 months after securing employment
  • Borrowers who have made no repayment after 12 months of graduation/course completion
  • Self-employed graduates who have not registered and commenced voluntary repayments
  • Any HELB account classified as Non-Performing

Consequences of a HELB CRB Listing

  • Blocked from bank loans, mortgages, car finance, and SACCO credit
  • Government employment background checks now include CRB status
  • HELB may obtain a court order to attach your salary (employer garnishment)
  • Travel documents may be flagged (HELB has requested DCI cooperation)
  • Future HELB funding for yourself or dependents may be blocked

Interest rate: 4% per annum — the lowest in Kenya's borrowing market. There is no reason to default when HELB also offers formal repayment deferral for the unemployed.

How to Clear an HELB CRB Listing

  1. Log into HELB portal at portal.helb.co.ke to see your outstanding balance and repayment history
  2. Make a repayment via M-Pesa (Paybill 200200) or bank transfer — any amount starts the process
  3. Establish a formal repayment plan — contact HELB support to agree a payment schedule. Once agreed and active, HELB can request the CRB to update your status
  4. Request a HELB clearance letter once the balance is fully paid — this is submitted to the CRBs for your record to be updated
  5. Apply for HELB Loan Deferral if currently unemployed — this prevents listing while you secure income

HELB Amnesty & Relief Programmes

HELB periodically runs waiver and amnesty programmes — particularly on interest and penalties — to encourage re-engagement from long-term defaulters. These have been offered in 2019, 2021, and 2023. Check the HELB website or social media for current campaigns as they are time-limited.
